Seminar 1: Progress review and outlook on implementing
Article 6 of the Paris Agreement and JCM (Joint Crediting Mechanism) in ASEAN

Since the establishment of the Joint Crediting Mechanism (JCM) toward the decarbonization and sustainable development of the partner countries, Ministry of the Environment, Japan (MOEJ) have been developing and implementing mitigation actions against the impact of climate change through JCM consistent with Article 6 of the Paris Agreement.

This seminar will focus on progress review and outlook on implementing Article 6 the Paris Agreement including the introduction of activities under Article 6 Implementation Partnership (A6IP) which was launched at COP27, and JCM project development that have been developing under the partnership between ASEAN countries and the Government of Japan.

Seminar 2: Development of policy, institutions and mechanisms and their effective utilization for transparency of GHG emissions and mitigation in the ASEAN region
-Partnership to Strengthen Transparency for co-Innovation (PaSTI) and Initiative on Fluorocarbons Life Cycle Management (IFL)

In this event, activities to promote transparency efforts as a foundation for climate action in the ASEAN region such as the development of ASEAN Guidelines on Facility-level GHG Measurement and Reporting, endorsed by the ASEAN Working Group on Climate Change (AWGCC), and supports to enhance efforts on transparency in the ASEAN region through Partnership to Strengthen Transparency for co-Innovation (PaSTI) and Initiative on Fluorocarbons Life Cycle Management

(IFL) projects implemented by MOEJ and its partners, will be shared. In the discussion session, knowledge gained through the PaSTI and IFL projects will be shared by ASEAN countries, as well as introduction of expected future activities and opinion exchange.

Seminar 3: Climate Actions promoted by stakeholders based on long-term strategies at national and local levels towards realising decarbonised societies
– Lessons from cases applying the Asia-Pacific Integrated Models (AIM)

Long-term strategies and plans, as the name implies, indicate ideas and directions that each country or city takes towards major goals going forward. The Asia-Pacific Integrated Model (AIM) project team, a collaboration among researchers in Japan and Asian countries, has organised training programmes for young researchers, joint research, and science-policy dialogues between researchers and policymakers, using the AIM. As a result, researchers in-country have played an important role in providing the scientific basis for long-term strategies and plans by conducting quantitative analysis based on various data.

This session will examine how science-based long-term strategies and plans have implications and impacts on stakeholders' climate actions. In addition, cases will be introduced looking at how plans developed using AIM are being implemented at local and city levels, particularly in some ASEAN cities.

Seminar 4: How can national governments contribute to subnational climate action in the ASEAN region?

Subnational governments play a crucial role as drivers of transformation for net zero emissions and climate resilience. Considering the urban population growth and the role of cities in economic development of the ASEAN region, it is particularly important to strengthen climate actions of subnational governments’ policies and actions in the region.

Multi-level actions by relevant stakeholders are crucial in advancing subnational climate actions. Promoting cooperation between national and sub-national governments, such as coordination of national and subnational climate policy and national support to subnational governments is particularly important. This event will provide insights and discuss the role of national governments in accelerating subnational climate actions.

Seminar 5: How Synergy Boost Climate
-SDGs actions in ASEAN and Japan

MOEJ hosted “Third Global Conference on Strengthening Synergies between the Paris Agreement on Climate Change and the 2030 Agenda for Sustainable Development in Tokyo, July 2022 convened by UNDESA and UNFCC and the 4th conference was just held this July in conjunction with HLPF2023 in UNHQ, NY. This side event shares “Synergy” showcases in ASEAN and discusses how to share our lessons learned and initiatives at high-level opportunities such as SDG summit, COP28, APFSD2024, UNEA6, Summit of the Future.

Seminar 6: Regional knowledge sharing and identification of opportunities for enhanced reduction of Marine Plastics Debris

East and Southeast Asian regions are recognised as the biggest contributors to marine plastic pollution due to rapid economic growth, unsustainable production and consumption patterns, and the lack of appropriate waste management infrastructure.
ASEAN member states are also taking initiatives through regional and national policy responses including launching of ASEAN Regional Action Plan for Combating Marine Debris (2021-2025) and development of national action plans in respective countries.
With an ongoing process for developing an international legally binding instrument on plastic pollution through Intergovernmental Negotiating Committee (INC) in mind, this event aims to (1) share the progress made thus far in the region in its combat against marine plastic debris, (2) formulate a regional input to the INC process, and (3) explore the areas of future ASEAN-Japan collaboration at this commemorative year of ASEAN-Japan relations.

Seminar 7: Upstream and Downstream: plastic waste management in Laos

ERIA’s Regional Knowledge Centre for Marine Plastic Debris in collaboration with the Ministry of Natural Resources and Environment (MoNRE) of Lao PDR will highlight the important role played by the private sector towards the improved plastic waste management and waste reduction. ERIA will invite speakers from MoNRE to share their vision for the future plastic waste management in the country and invite private companies in Laos to share their on-going efforts, with the aim of shedding some light on opportunities and important lessons learned

Seminar 8: Model Project for Improvement of Water Environment in Asia

The Association of Southeast Asian Nations (ASEAN), consisting of ten countries in Southeast Asia, has a population of approximately 680 million people and has been attracting attention due to its high economic growth in recent years. However, the development of sewage treatment facilities for industrial and domestic wastewater has not caught up, and untreated wastewater, far exceeding the natural purification capacity, continues to be discharged into rivers and other water bodies. This seminar will provide information on the business situation and water environment business in ASEAN to the parties concerned in Japan and ASEAN, promote the introduction of water environment improvement technology and investment in ASEAN, and deepen understanding of the "Model Project for Improvement of Water Environment in Asia" sponsored by the Ministry of the Environment, Japan (MOEJ) and Japanese technology, so that parties concerned in ASEAN can introduce water environment improvement technology and make use of the scheme of the model project.

Seminar 9: Women leadership in climate resilience in the Mekong countries

The seminar sessions will provide information of the experiences of communities in the Mekong region. To highlight experience of women in climate change and exposure to climatic hazards that have greater adverse impact to their livelihood and social economic development. The presentation and discussion will focus on how women's participation, and engagement contribute to climate impact mitigation and adaptation. There will be 3 key speakers. 1. A representative from Oxfam Mekong Water Governance Program, Oxfam local CSO partners based in Laos, Gender Development Association, and a governance partner from division of Women’s Union, Department of Water Resources, Ministry of Natural Resources and Environment).

Symposium on the ASEAN-Japan Environmental Cooperation

In recent years, with the growing global momentum for climate change countermeasures, ASEAN countries have also been taking climate change countermeasures to achieve carbon neutrality. In addition, as a result of rapid population growth and urbanization accompanying economic development, adverse effects on human health and the environment caused by air and water pollution, increasing waste, and deforestation have become apparent. In response to these issues, ASEAN countries have been taking measures such as the introduction of decarbonization technologies, early warning systems for climate risks, waste incineration and recycling facilities, and sewage treatment facilities, etc. However, given the high economic and population growth rates expected in the future, further strengthening of climate change measures in various sectors and across sectors is necessary.
With the aim of tackling environmental issues in ASEAN countries, the Ministry of the Environment, Japan and ASEAN have been promoting environmental cooperation between them through the Japan-ASEAN Dialogue on Environmental Cooperation since 2008. In 2017, the Government of Japan proposed the ASEAN-Japan Environmental Cooperation Initiative, which aims for further comprehensive cooperation in the environmental sector towards achieving the SDGs, and in 2018, the ASEAN-Japan Climate Change Action Agenda, which aims to strengthen regional cooperation on climate change towards the transition to a decarbonized society in ASEAN, and has been working towards this. In 2019, Japan, together with ASEAN countries, also hosted the first ASEAN-Japan Ministerial Dialogue on Environmental Cooperation to deepen discussions on further promoting environmental cooperation between ASEAN and Japan.
The Ministry of the Environment, Japan, and ASEAN countries have launched a new initiative on climate change and environmental cooperation, the Strategic Program on ASEAN Climate and Environment (SPACE). This symposium will review the past ASEAN-Japan environmental cooperation and deepen understanding of the new initiative, SPACE, while a panel discussion will discuss current challenges in the climate change and environment fields in ASEAN countries, expectations for SPACE, necessary actions for its implementation, and the commitment of each actor.
