○ 自治体は、3R（リデュース、リユース、リサイクル）やサーキュラーエコノミーの実現に重要な役割を担っており、都市の課題に対する革新的な解決策を生み出すことが多くあります。

〇廃棄物削減や資源効率の向上、脱炭素化において大きな進展を遂げた自治体も多くあり、こうした成功事例は、自治体がどのようにして循環型社会への移行を主導できるかについて、貴重な指標となります。
