14:30～16:50	12:30～14:50	テーマ別セッション② ベトナムにおける水環境改善施策の動向と日本の技術協力（日・越同時通訳）開催概要ベトナム天然資源環境省では、湖沼や河川の水質改善に向けて多くの取組を続けてきたところであるが、2020年11月に承認された改正環境保護法が2022年1月に施行予定であり、水環境改善施策のさらなる推進が期待されている。また、日本環境省が実施するアジア水環境改善モデル事業は、日本企業等によるアジア地域の水環境改善を目的としており、これまでの実績としてベトナムでの実施が最多となっており、ベトナムの水環境改善への日本企業の関心は高く、今後も普及展開が期待される。本セミナーでは、ベトナムにおける水環境改善施策の動向について把握するとともに、アジア水環境改善モデル事業で実施した技術への理解醸成を図り、両国関係者の協働による水環境改善を促進することを目的とする。

17:00～19:00	15:00～17:00	テーマ別セッション③ ベトナムが導入する事業所のGHG報告システムとその設計に関するステークホルダ対話（日・越同時通訳）概要 2020年に承認された改正環境保護法と法に紐づく緩和政令案を含む施行細則に基づき、ベトナム政府は事業所のGHG排出報告システムの構築を進めている。こうした制度は、ベトナム政府のパリ合意の国内実施の具体的施策の一部として、事業所による所内の排出量の把握にはじまり、排出削減余地の検討・計画に向けた根拠や実施に貢献する基盤・機会を提供している。この方向性を踏まえ、本ダイアログでは、類似する報告制度を既に導入しているアクターを国内外から招聘し、経験則に基づき、かかる制度構築や運用面での要件・要因を整理しつつ、持続的な運用に向けた対話を展開する。

15:30～17:10	13:30～15:10	プレナリーセッション海洋プラスチックごみ対策を含む「循環経済」への移行に向けた官民の取組（日・越同時通訳）概要持続可能な形で資源を利用する「循環経済」に移行することは世界共通の課題である。近年関心を集めている海洋プラスチックごみ問題を含め、特にプラスチック資源循環の高度化は急務である。これらの問題解決には、製品の設計／生産から廃棄／再生にまたがる包括的なライフサイクルアプローチを通じた取組が必要である。また対策を進めるためにはより多くのステークホルダーの関与が重要であり、その中でも民間部門の役割は大きく、幅広い官民連携は課題解決に向けた大きなカギである。本セミナーでは「循環経済」への移行に向けた両国の最新の取組を共有するとともに、課題解決に向けて議論を深める。

17:30～18:00	15:30～16:00	テーマ別セッション④ ISO14090シリーズのオンライン研修を通じた気候変動適応策推進のための地域能力開発の技術支援概要近年、頻発する気象災害による人的・経済的損失により、気候変動適応の重要性が高まっている。特に、住民の生活を守る責任を担う行政機関である地方自治体における、気候変動適応への取り組みが急務となっている。しかし、多くの自治体では、専門的な知識を必要とする気候変動対策が進んでいないのが実情である。日本国環境省では、開発途上国の地方自治体における気候変動適応策の推進を支援するため、気候変動適応分野における国際標準規格ISO14090シリーズに基づくオンライン研修教材の開発を進めている。本セッションでは、ISOのオンライン研修教材作成の取組を紹介し、作成中のオンライン研修教材のデモンストレーションも実施する。

14:30～16:00	12:30～14:00	テーマ別セッション⑥ フルオロカーボン類のライフサイクルマネジメント -ベトナムにおける冷媒の標準的管理手法について- (TBC) 概要 'ベトナム政府は、2020年11月改正環境保護法国会採択、92条においてライフサイクルマネジメントの観点から抜本的なフロン対策制度の導入を決定した。2021年、改正保護法の実施法令として策定される政令案策定について実施中しているところ。さらに、関連する対策（回収・再生・破壊等）については、政府の基準・規格（TCVN、日本でいうところのJIS規格に近いもの）を策定する予定となっている。本セミナーでは、基準・規格の技術的な検討を進めるにあたって政策立案者とベトナムと日本の実務家の間で関連する経験を交換する最初の機会として開催する。
